LegislationSB 326 was approved by CA voters through Proposition 1. Provisions related to performance outcomes are found in CA WIC: (Google Doc Word) This includes 5963.04.:
(a) (1) Annually, counties and Medi-Cal behavioral health delivery systems, as defined in subdivision (i) of Section 14184.101, shall submit the County Behavioral Health Outcomes, Accountability, and Transparency Report to the department. ... (b) The department shall establish metrics, in consultation with counties, stakeholders, and the Behavioral Health Services Oversight and Accountability Commission to measure and evaluate the quality and efficacy of the behavioral health services and programs listed in paragraph (1) of subdivision (c) of Section 5963.02. The metrics shall be used to identify demographic and geographic disparities in the quality and efficacy of behavioral health services and programs listed in paragraph (1) of subdivision (c) of Section 5963.02. SB 929 was signed into law in 2022, requiring CA DHCS data collection and reporting, including clinical outcomes related to individuals who are admitted or detained for 72-hour evaluation and treatment. SB 465 was signed into law in 2021, requiring reporting (by the MHSOAC to the CA legislature) of outcomes for people receiving community mental health services under a full service partnership model, including any barriers to receiving the data and recommendations to strengthen California’s use of full service partnerships to reduce incarceration, hospitalization, and homelessness. SB 1004 was signed into law in 2018, requiring the commission [MHSOAC] to establish priorities for the use of prevention and early intervention funds and to develop a statewide strategy for monitoring implementation of prevention and early intervention services, including enhancing public understanding of prevention and early intervention and creating metrics for assessing the effectiveness of how prevention and early intervention funds are used and the outcomes that are achieved. WIC 5848 - MHSA Performance Requirements (d) Mental health services provided pursuant to Part 3 (commencing with Section 5800) and Part 4 (commencing with Section 5850) shall be included in the review of program performance by the California Behavioral Health Planning Council required by paragraph (2) of subdivision (c) of Section 5772 and in the local mental health board’s review and comment on the performance outcome data required by paragraph (7) of subdivision (a) of Section 5604.2. (e) The department [DHCS] shall annually post on its internet website a summary of the performance outcomes reports submitted by counties if clearly and separately identified by counties as the achievement of performance outcomes pursuant to subdivision (c).
