Arrests for individuals in Full Service Partnership (FSP)
  • ​Of the 110 Full Service Partners who served at least one year in the program, 53 (48%) experienced 181 arrests in the year prior to enrollment. In the most recent year during enrollment three partners experienced 4 arrests.
Incarceration
  • Among the 110 Full Service Partners who served at least one year in the program there were 33 incarceration events for 2,486 days in the year prior to enrollment as a Partner. In the most recent year during enrollment there were 9 incarceration events.

Arrests for individuals in Full Service Partnership (FSP)
  • Of the 226 Full Service Partners enrolled in the BH program, 89 (39%) were arrested in the year prior to enrollment
  • Of the 194 Partners completing one year in an FSP, 68 (35%) were arrested at some time in the year prior to enrollment in an FSP and 3 (1%) were arrested in the first FSP year completed, a 96% decrease in arrests. 
  • In the second year, 50 (32%) of the 153 second-year partners had been arrested prior to FSP enrollment and 6 (3.8%) were arrested during the second year, an 88% decrease.

Of the 153 Partners completing two years in an FSP during this reporting period:​
  •  44 (29%) were arrested at some time in the year prior to enrollment in an FSP, with 0 arrested in the first year completed and 6 arrested in the second year, an 86% decrease in arrested Partners.
  • This represents 110 total arrests in the year prior to FSP enrollment down to 10 in the second year, a 91% decrease over the period. Incarceration For the 153 Partners
  • 22 (14%) were incarcerated in the year prior to FSP enrollment, with 4 (2.6%) incarcerated in the first year, a decrease of 81% from the pre-enrollment year.
  • Six (4%) of the 153 were incarcerated in the second year, up 50%, for an overall decrease of 73%.

For the 245 who enrolled in an FSP, 39 experienced 8,030 days of homelessness in the year prior to enrollment. In the most recent year in the FSP, 19 partners experienced 3,513 days of homelessness. This represents 38% of partners experiencing 21% of homelessness days one year before the partnership, and 18% of partners experiencing 9% of homelessness days after one year in partnership.

  • Of the 194 Partners who remained in a partnership for one year, 54 (28%) experienced 10,944 days of homelessness in the previous year and 30 (16%) experienced 5,489 days of homelessness in the first year of enrollment, a decrease of 44% in experienced homelessness and a 50% reduction in homelessness days.
  • Of the 158 Partners who remained enrolled for two years, 39 (25%) had experienced 7,807 days of homelessness in the year prior to the Partnership and 16 (10%) experienced 2,015 days of homelessness during the second year, representing a decrease of 60% in experienced homelessness for a reduction in homelessness days of 74% from the year prior to enrollment in an FSP.

Of the 153 Partners completing two years in an FSP during this reporting period:​
  • 31 (20%) experienced 6,353 days of homelessness in the year prior to enrollment;
  • 14 (9%) experienced 1,249 days of homelessness in the first year of enrollment
  • 14 experienced 819 days of homelessness during the second year.
  • This is a decrease in homelessness of 11% for these 153 Partners
  • and an 87% decrease in homelessness-days.

Hospitalization
  • Of the 110 Full Service Partners who served at least one year in the program, 53 (48%) experienced psychiatric hospitalization in the year prior to enrollment as an FSP. In the most recent year during enrollment 30 (27%) experienced psychiatric hospitalizations.
​Mental Health Emergency
  • Of the 245 Full Service Partners enrolled in FSP there were 110 (45%) who served at least one year in the program. Of these 110, 64 (58%) experienced 204 mental health emergencies in the year prior to enrollment as an FSP. In the most recent year during enrollment, 18 (16%) experienced 62 mental health emergencies, a decrease of 142 events.

Hospitalization
  • Of the 194 Partners completing one year in an FSP, 91 (47%) experienced hospitalization in the year prior to enrollment. Sixty-five (34%) experienced hospitalization during the first year of enrollment, a 29% decrease.
  • For the second year there were 47 (30%) out of the 158 Partners who experienced hospitalization, compared to 72 (46%) before FSP enrollment, a 35% reduction in hospitalizations. 

Mental Health Emergency
  • For 194 Partners who completed one year in an FSP, 125 (64%) experienced 377 mental health emergency events in the year prior to enrollment; during the first year as a Partner, 18 (9%) experienced 52 mental health emergencies, a decrease of 86% such events.
  • For the 158 Partners in the second year there were 19 (12%) mental health emergencies, a decrease of 81% from prior to FSP enrollment.​

  • Of the 153 Partners completing two years in an FSP during this reporting period:
    • 73 (48%) experienced hospitalization in the year prior to enrollment.
    • Fifty-six (37%) experienced hospitalization during the first year of enrollment, a 23% decrease.
    • For the second year, 48 (31%) experienced hospitalization, a 34% reduction from the pre- Partnership level.

cALBHB/C supports the work of california's 59 local mental/ behavioral health boards and commissions by providing resources, training, and opportunities for communication and statewide advocacy.

Local boards are responsible for reviewing community mental health needs, services, facilities and special problems, and serve in an advisory capacity to local governing bodies and local mental/behavioral health directors per CA Welfare and Institutions Code 5604.2.
Donations are welcome. CALBHB/C is a nonprofit organization.
