Realignment
The 1991 and 2011 CA "Realignments" shifted authority, responsibility, and money for many programs from state agencies to counties and sometimes cities or local districts.
In exchange, counties are to receive dedicated funding sources to cover those transferred costs and some flexibility in spending the funds in order to meet local needs. It is the role of the Mental Health Board to assess the impact of the realignment of services from the state to the county, on services delivered to clients and on the local community. There are two funding sources:

1991 Realignment1991 Realignment included transfer of funding responsibility for health, mental health, and social services costs from the state to counties.
20112011 Realignment (AB 109), commonly known as “criminal justice realignment” included funding for court security, adult offenders and parolees, public safety grants, mental health services, substance use treatment, child welfare programs, adult protective services, and CalWORKs.
