Roles of Officers and Staff
Below are suggested roles and duties for the Admin Liaison, Chair, Vice Chair and Behavioral Health Director/Staff.
The Administrative Liaison to the BHB shall:
1. Keep a record of all regular and special meetings
2. Send each member a copy of the meeting agenda with supportive materials at least five days before the regularly scheduled meetings
3. Publicly post meeting agendas* at the physical location (visible to the public 24 hours/day) and on the agency website. (*Post agendas at least 72 hours before each regular meeting; post them at least 24 hours in advance of special meetings, and notify local media who have asked to be notified.) (Ad hoc (workgroup) committee meetings do not require posting in most counties.)
4. Coordinate with the BHB Chair and Committee Chairs two weeks prior to meetings
5. Keep or cause to be kept, at all times, at the principle office, an up-to-date roster showing the officers and members
6. Remind the Chair/Executive Committee (as needed) when a report, such as the Annual Report, is coming due.
7. Provide each new member information that includes (but is not limited to) WIC 5604, the Brown Act Guide and the link to Ethics Training.
8. Perform administrative duties requested by the Chair (adding significant duties requires approval from the Behavioral Health Director).)
The Chair of the BHB shall:
1. Prepare the agenda for all regular and special meetings of the BHB or its standing committees and confirm meeting materials
2. Preside over all regular and special meetings of the BHB and the Executive Committee
3. Call special meetings when necessary
4. Be in consultation with the Director of Behavioral Health
5. Review correspondence and documents shared by members and recommend distribution of correspondence to the BHB or appropriate BHB member(s)
6. Appoint ad hoc committees (short-term work groups) and standing committees, including chairs and members; review and/or disband committees as needed in consultation with the BHB officers.
7. Serve as an ex-officio member of all committees or delegate to the Vice Chair
8. Contact MHB members who have missed two consecutive meetings in order to determine continued participation on the BHB.
The Vice-Chair of the BHB shall:
1. Assist the Chair in executing the duties of their office as needed, including chairing meetings in the chair's absence.
2. As assigned by the Board Chair, act as ex-officio member on selected
committees.
Behavioral Health Director/Staff
1. Present the procedures used to ensure citizen and professional involvement in all stages of planning processes to the BHB for review and approval, including periodic updates.
2. Provide the BHB with performance outcome data and facilitate the communication of the BHB's comments to the CA Behavioral Health Planning Council;
3. Periodically provide the BHB with information relating to the history of realignment and its local impact;
4. Provide information and consult with the BHB regarding the provision of services, establishment of facilities and contracting for services or facilities. (This should be done prior to making recommendations to the governing body [Board of Supervisors]
